The messages in your Outbox are sent, but not read by the recipient yet. So it's likely they didn't check the forum (or at least their PM box) after sending the PM.
Note that this new forum has more PM settings. Now a user can select a rule about what to do when their Inbox is full while someone wants to send him/her a PM: delete oldest message(s) or don't accept new messages (new messages will be held back until enough space is available).
The e-mail buttons should now be back!
